Spokane Valley is its own city, with its own permit

The City of Spokane Valley has run its own building department since incorporation in 2003, separate from the City of Spokane and from Spokane County. A full roof replacement inside city limits needs a Spokane Valley building permit, and the work is inspected before it is closed out. Homes in Otis Orchards, Newman Lake, Chester and the unincorporated pockets along the river fall under Spokane County instead, and Liberty Lake permits through the City of Liberty Lake. Why Valley roofs fail differently

The Valley floor is a wind corridor: gusts funnel off the Rathdrum Prairie and down the Spokane River, so the first thing we look at on a Veradale or Greenacres roof is lifted shingle tabs and torn ridge caps on the east-facing slopes.
